| INTRODUCTION |
Experts in the fields of early childhood, education and child development agree that training has the most influence on the quality of child care. Numerous studies have shown that the quality of care that children receive is directly affected by the quality of training that professional child care providers and staff receive.
Under Maryland child care regulations, child care trainers and training courses must be approved by the Office of Child Care (OCC) before those courses can be counted toward satisfaction of child care training requirements.
All OCC-approved training offered to child care providers is classified under the following six Core Of Knowledge curriculum areas:
- Child Development,
- Curriculum,
- Health, Safety and Nutrition,
- Community,
- Professionalism; and
- Special Needs.
The following are OCC's requirements and procedures for approving child care trainers and courses.

| DEFINITIONS AND APPLICATION INFORMATION |
Individual:
- A person who rovides training to the child care community independent of an organization.
- Completes the portion of the Training Approval Application that pertains to individuals.
- Mails the application and all required documentation to the OCC Credentialing Branch.
Organization:
- An affiliation of people that provides training to the child care community.
- Submits evidence of being a bone-fide organization.
- Completes the portion of the Training Approval Application that pertains to organizations.
- Mails the application and all required documentation to the OCC Credentialing Branch.
REMINDER: All trainers must meet the minimum criteria for eligibility requirements identified in COMAR 13A.14.08 and outlined in this packet

| STATEMENT OF ETHICAL STANDARDS |
As an individual working with child care professionals, I commit myself both to upholding a standard of excellence based on depth and breadth in my subject area and to promoting professional development across the child care continuum.
To the best of my ability I will:
- Respect and address the needs of all adult learners in my program by utilizing appropriate teaching methodologies;
- Respect each learner’s knowledge and experience;
- Provide accurate, updated information that reflects best practice in the field, and is supported by appropriately referenced bibliographies and handouts;
- Recognize and respect cultural differences and personal values;
- Participate in ongoing professional development both in my subject matter and in adult learning theory and practice;
- Be open to new ideas and be willing to learn from others;
- Serve as an advocate for the child care profession;
- Ensure that information presented in my program is consistent with all applicable licensing and training regulations;
- Ensure that every participant in my program has met the requirements for receiving a certificate.

| SAMPLE LESSON PLAN FORMAT |
TITLE TOTAL HOURS FOR WORKSHOP
OBJECTIVES 1. 2. 3.
INTRODUCTION Presenter will set tone for the workshop and give background information.
ACTIVITIES In this section, the presenter provides the information and activities that will accomplish the objectives. There should be a variety of methods in presenting the information, for example a combination of lecture with visual, and a discussion. The handouts are identified as given during the presentation.
SUMMARY How the presenter summarizes the workshop activities and ties everything together.
ASSESSMENT Each workshop session must include an assessment in order to meet the requirements for the Maryland Child Care Credential. If an assessment is not part of the training only continued training, not core of knowledge training, may be documented on the certificate.
Assessment includes but is not limited to:
- Written (paper, computer) assessment including but not limited to tests
- Oral assessments including but not limited to tests
- Field experience
- Demonstration (teacher based, student based)
- Observation (teacher based, student based)
- Portfolio
- Student developed video
- [And these types can include restricted vs. extended response]
Assessment does not include:
- General classroom discussion
- General group participation
- Group classroom response
- Unanalyzed observations or descriptions
EVALUATION The participants are given an evaluation form to complete and the presenter acknowledges the completion of the workshop with a certificate. The evaluation is a valuable tool to the presenter. It helps to identify the areas of strengths and weakness.

| BIBLIOGRAPHY FORMAT |
The bibliography listing is to follow the APA style of recording. All work is to be listed in alphabetical order according to the first letter of the publication’s title.

| DOCUMENTATION OF TRAINING RECEIVED |
Each certificate issued to a participant must include the following information:
- Title of the workshop or course
- Number of clock hours received
- Date of the workshop or course
- Content area (Child Development, Curriculum, Special Needs, Professionalism, Community or Health, Safety and Nutrition). The certificate may list more than one area, however each area must show the number of clock hours covered in each specific area.
- Name of the presenter
- Approval number assigned by the OCC Credentialing Branch, and when applicable
- The logo or name of the approved organization - individual

| APPLICANT’S CHECKLIST |

| RENEWAL |
- A certificate of approval is valid for two years from the date of issuance.
- The Child Care Administration will send a renewal notice at least sixty days before expiration of the approval.
- The applicant must return the renewal application at least 30 days prior to the expiration date.
- If the applicant fails to return the application and all required documents, the approval will expire and the Office of Child Care will no longer accept any training given as meeting the requirements of the regulations for child care providers in the State of Maryland.

| SANCTIONS |
If an approved trainer or approved training organization violates any requirement of COMAR 13A.04.08 ("Child Care Training Approval"), the Office may:
- Enter into an agreement with the individual or organization, or
- Withdraw the approval.
If the Office determines that the approval must be withdrawn, a notification will be sent to the individual or training organization twenty calendar days in advance of the action.
The individual or organization has the right to appeal the Office’s decision to withdraw the training approval. This appeal process is outlined in Regulation .11 ("Appeal") under COMAR 13A.14.08.
