Training Vouchers and Reimbursement
 


General Information

The Training Voucher and Reimbursement is designed to assist child care professionals participating in the Maryland Child Care Credential program at Level Two or higher with the cost of training and professional development towards the Maryland Child Care Credential and best practices within child care. Funds can be used for:

  • Approved Core of Knowledge training;
  • Pre-service courses; and
  • State and National child care conference registration.

A participant may receive up to $400 each year of participation in the Credential Program as long as funds are available.

Eligibility

Applicants must meet the following criteria (COMAR 13A.14.09.07):

  • Participate in the Credential Program at Level Two or higher;
  • During the 12-month credential period, a participant may not receive more than $400 in training vouchers and reimbursements.
  • If the applicant is eligible for a training voucher and/or reimbursement the Office of Child Care shall award a voucher or authorize payment.

If the applicant is found ineligible, the Office of Child Care will provide written notification to the applicant.

Awards

  • Awards are assigned according to the incomes of all applicants who are eligible for an award, with higher priority given to lower income applicants.
  • The Office of Child Care will make training voucher and reimbursement awards according to assigned award priority until:
    • An award has been made to each eligible applicant; or
    • As long as funds are available.

Penalties

  • If a participant uses a training voucher and, without good cause, fails to successfully complete the training, the participant will:
    • Be required to repay the amount of the training voucher to the Maryland State Department of Education, and
    • Not be eligible to receive further training vouchers.

How to Apply

  • Submit a completed application with the required documentation
  • Application form MUST be completed and signed in blue ink!

Training Vouchers

Training voucher application can be submitted for State and National child care conference registration and Pre-Service Courses. A training voucher can only be issued to the organization/association sponsoring the conference. A training voucher cannot be issued to a third party conference registration vendor (i.e NAEYC c/o CompuSystems, Inc.). Participants can receive reimbursement for these conferences.

Pre-Service courses include:

  • Child Growth and Development
  • Infant-Toddler Care and Development
  • Preschool Curriculum
  • School-Age Curriculum
  • Director (45 Hour Administration)
  • Family Child Care – 24 Hour Training
  • 9 Hour Communication Course
  • College Courses (Credit/Non-Credit)

Applications must be submitted at least 60 days before the date of the conference or pre-service course for which the voucher will be used. A complete application must be submitted to the Office of Child Care, including:

  • Documentation of the conference/pre-service for which the voucher will be used, including a copy of the:
    • Conference/Training advertisement; and
    • Course catalog description; or
    • Conference registration form.
  • Documentation of the conference/course cost.


Issuing the Voucher

Subject to funding availability, the Office of Child Care shall, within 30 days of the receipt of the application, approve an applicant to receive a training voucher if the:

  • Application is received at least 60 days prior to the conference/pre-service course date;
  • Application is complete;
  • All required documentation is submitted;
  • Amount requested does not exceed $400; and
  • Applicant is eligible to receive a voucher.

The Office of Child Care will send the participant a voucher that states the name of the conference/pre-service course, the sponsoring organization or approved trainer, and the amount of the voucher. The participant will present the voucher to the organization/trainer and use as payment for the training.

The organization or trainer submits the voucher to the Office of Child Care for payment.

Upon successful completion of the training for which a voucher was issued, the participant shall provide a copy of the:

  • Transcript;
  • Grade slip;
  • Certificate; or
  • Documentation given by the instructor that indicates successful completion of the training.

When attending a national conference such as NAEYC or NAFCC you can have the workshops attended count towards your Credential. There are two ways to verify attendance and receive credit:

1. Get CEUs - Most national conferences offer participants the ability to get CEUs for an additional fee.

2. Submit the Conference Certificate and Booklet with the following information:

  • On the back of the Training Certificate, write the title of the workshop(s) attended and have each trainer sign next to the workshop title.
  • Submit a copy of the training certificate (double sided) and the description of the training from the conference booklet.

Training Reimbursement

Training Reimbursement application can be submitted for approved training successfully completed not more than 180 days before the date of the application submission. Training reimbursement can only be issued to the Credentialed child care provider. Reimbursement cannot be issued to a child care center/program or any other organization/agency.

Applications must be submitted not more than 180 of completing the training. A complete application must be submitted to the Office of Child Care, including:

  • Documentation of the training for which the reimbursement is requested, including a copy of the:
    • Course catalog description;
    • Training advertisement;
    • Certificate of successful completion.
  • Receipt of payment indicating the amount paid for the training.

Issuing the Reimbursement

Subject to funding availability, the Office of Child Care shall, approve an applicant to receive a training reimbursement if the:

  • Application is received not later than 180 days after the completion of training;
  • Application is complete;
  • All required documentation is submitted;
  • Amount requested does not exceed $400; and
  • Applicant is eligible to receive a training reimbursement.
