State Interagency Coordinating Council (SICC)
Mission Statement:
The mission of the State Interagency Coordinating Council and the Maryland Infants and Toddlers Program is to ensure that prevention and early intervention services for infants and toddlers with disabilities and those at risk of developmental delay are family-centered, interagency, flexible and community based, and coordinated; to facilitate family and professional collaboration in the planning and implementation of comprehensive policies and programs that will provide support to infants and toddlers and their families; and to promote the development of accessible and responsive early intervention service delivery systems in Maryland. Birth-Five Committee:
To support the smooth transition of children from the early intervention system to preschool special education services and other community-based programs; to develop strategies and recommendations to enhance partnerships with early childhood programs that promote inclusive opportunities for all preschool age children; to facilitate the transition of children with disabilities from preschool to school-age programs.
Budget and Fiscal Committee:
To assist the State Lead Agency in the identification and coordination of federal, State, and local funds supporting the statewide early intervention system and to develop strategies to maximize available resources.
Outreach Committee:
To develop recommendations and strategies to improve general public awareness of the State's early intervention system and preschool services particularly among parents, physicians, and other service providers with special emphasis on strengthening outreach efforts targeted at under-represented and under-served populations, and to monitor system successes and barriers that affect Child Find activities.
Policy Planning and Implementation Committee:
To identify critical policy issues affecting the statewide early intervention system; to review relevant legislation and recommend responses on behalf of the Council, the State Lead Agency, and families of infants and toddlers with disabilities; to assist in evaluating the effectiveness of the statewide early intervention system.
Service Delivery Committee:
To address service delivery issues identified by the State Lead Agency, local Infants and Toddlers Programs, families, and other participants in the statewide early intervention system by developing strategies and recommendations for implementation at the local level.
Training and Recruitment Committee:
To collaborate with institutions of higher education to address early intervention personnel shortages and promote family-centered preservice training across disciplines; to develop strategies and recommendations for the State Lead Agency to meet the in-service training needs of early intervention personnel.
