The Code of Maryland Regulations (COMAR) 13A.05.05.02 mandates a planned, systematic program of counseling, consulting, appraisal, information, and placement services for students, grades PreK-12.  The program must be designed to address three goal areas: (1) personal and academic growth; (2) educational and career decision-making; (3) social/emotional growth and interpersonal relations.  A ratio of counselor to student is not mandated in COMAR.  However, school counselors must meet the certification requirements set forth by the Maryland State Department of Education.  Generally, elementary schools have one certified school counselor, and middle and high schools have two to five certified school counselors, depending on the size of the school.
