The Office of Grants Administration and Resource Development, under the direction of Nancy S. Grasmick, provides expertise in designing, developing, and managing major program initiatives for the Office of the State Superintendent. This includes coordinating the pursuit, acquisition, and management of external funds from public and private sources; ensuring high standards of the MSDE Grant Monitoring Process (sub-grants to local school systems); overseeing special projects; and facilitating communication among internal and external constituencies in the development and management of programs.

The General Education Provisions Act (GEPA) requires Maryland to make the proposed Application for funds under Part B of the Individuals with Disabilities Education Act (IDEA) available for public review for 60 days and to accept comments for at least 30 days.
