Procurement Laws and Guidelines for Nutrition Programs


Agencies participating in Child Nutrition Programs may self-prepare meals and snacks, or may contract with a vendor or Food Service Management Company (FSMC) to supply meals and snack.  Agencies using vendors or FSMCs must follow proper procurement practices.

The procurement methods are designed to provide free and open competition and ensure that Federal funds—when used to purchase products or services—result in the best and most responsive product at the lowest possible price. The School and Community Nutrition Programs Brance (SCNPB) provides templates and forms based on the type of agency you are and the value of the contract that is required for your meal service. 

It is important for Agencies to understand and identify which method best meets the needs of their food service operation. Work with your Program Specialist to review procurement options before you enter into an agreement or contract with a vendor or FSMC.
