The Library Media VSC, which was developed by the Office of Instructional Technology and School Library Media, addresses the component processes associated with becoming information literate and incorporates both the previous Maryland Learning Outcomes for School Library Media and the national standards from Information Power. Public comment is welcome.

An effective school library media program requires certified library media specialists and adequate support staff with appropriate skills. The library media specialist is an essential partner in providing instruction and services that support the total education program of the school.

Information Power: Building Partnerships for Learning (ALA, AASL, AECT, 1998) defines the roles and responsibilites of the school library media specialist which are captured in the Standards for School Library Media Programs in Maryland.
