Training and Employment
RTC in Special Education teachers participate in pre-service training the summer before they being their teaching assignment. After successful completion of pre-service training, participants are eligible for an RTC. Teachers who hold an RTC are afforded the same salary, protections, and responsibilities as a fully certified teacher.
Resident teachers complete in-service coursework and benefit from intensive coaching or mentoring throughout the two-year program. Upon successful completion of the program, resident teachers are eligible for a Standard Professional Certificate in both Special Education and Elementary Education or a secondary content area. Participants commit to teaching two additional years as a Special Education teacher in a Maryland public school.
While each local school system’s program is unique, all include partially subsidized, graduate-level certification coursework that may apply to a master’s degree in education. Some programs allow participants to earn as many as 36 graduate credits in education.

Entry Requirements
While the selection criteria* may vary slightly for each local school system, listed below is information about the minimum selection requirements for the RTC in Special Education Program.
- Bachelor’s degree
o Elementary Education: 6 credit hours in English, mathematics, science, and social studies (i.e. history); 3.0 GPA, cumulative
o Secondary Content Area: 36 credit hours or major in secondary teaching area; 3.0 GPA in qualifying courses
- Passing scores on PRAXIS I and PRAXIS II (content section only) at the time of application
- Rigorous interview process
- Writing sample
- Professional letters of recommendation
- Employment eligibility requirements of district
