The ALJ concluded that, while there was a procedural violation identified, the IEP and placement provided by the school system was reasonably calculated to offer the student a FAPE. Therefore, the parents' request to have the student placed at another separate nonpublic day school at public expense was denied.
The ALJ authorized the school system to conduct an evaluation of the student despite the refusal to consent.

The ALJ concluded that the school system was not required to perform a FBA or develop a BIP. The ALJ further concluded that the school system was not required to include the student's paraeducators to attend IEP meetings. The ALJ also determined that the parent was not entitled to an IEE at school system expense.
The ALJ concluded that the parent was entitled to reimbursement from the school system for the cost of an IEE.
