Decision Summary: The ALJ found procedural violations but also determined that they did not impact FAPE because the student was not identified as a student with a disability under the IDEA. However, the ALJ ordered that the PGCPS convene an IEP team to evaluate the student and ordered the IEP team to determine compensatory services for the delay should they determine that the student is eligible to receive special education services.
