The mission of the Office of Human Resources is to support and maintain the Maryland State Department of Education's goals by providing quality customer service, fostering a positive work environment, recruiting talented and qualified applicants, and retaining our capable and committed diverse workforce. MSDE's Office of Human Resources consists of two sub-offices, the Office of Recruitment and Staffing and the Office of Employee Relations and Services. The goal and mission of these offices are to recruit qualified applicants, retain valuable employees and provide support and guidance to existing MSDE team members.
The Office of Recruitment and Staffing within the Office of Human Resources (OHR) includes five Core Services Team Talent Partners (TP) that provide hands-on customer service and are responsible for overseeing the entire staffing life cycle that makes up MSDE's talent strategies and practices to ensure high-quality staff across the department by working directly with the leaders within each assigned Office and Division and implementing specific strategies to achieve staffing goals.

Office of Employee Relations and Services
Office of Employee Relations and Services is a one-stop operation that provides high-quality and consistent customer service to all MSDE staff in matters related to employee pay, benefits, retirement, leave, and personnel matters to promote MSDE as a desirable employer and thriving workplace. The office is responsible for conducting investigations, administering discipline, and administering performance evaluations.
