Division of Administration and Operations

The Division of Administration and Operations serves as the operational backbone of the Maryland State Department of Education, providing essential infrastructure and support services that enable effective educational governance throughout the state. This division encompasses five specialized branches, each addressing critical operational requirements.

The Facilities and Operations Branch maintains and manages state-owned educational properties, ensuring that physical infrastructure meets educational standards and operational needs. The Human Resources Branch manages workforce development, including recruitment processes, staffing coordination, and comprehensive personnel services. The Office of Information Technology delivers digital infrastructure solutions and technical support systems that facilitate modern educational operations and data management.

The Procurement and Contract Management Branch oversees purchasing procedures, vendor relationships, MSDE's Minority Business Enterprise Program, and contract administration to ensure cost-effective resource acquisition and regulatory compliance. The Pupil Transportation and Emergency Management Branch coordinates safe student transportation systems while developing and implementing emergency response protocols.
